If you wish to travel from Churchgate to Borivali on the western line in a first class coach, the fare is Rs 107/-, but if you wish to buy a first class monthly pass for the same sector (i.e Churchgate – Borivali) and travel unlimited times, the fare is only Rs 580/-.
If you have a first class pass, you can travel in second class too, but if you have a second class pass and travel in a first class compartment, chances are you will get caught by the TC and will have to pay a fine. The fine is the actual fare you are supposed to pay for the sector you are travelling in, so in this case your actual fare from Churchgate to Borivali is Rs 107/- plus a penalty of Rs 250/-.
